Project Overview
The Baja California SDG Monitoring Dashboard is a joint initiative of the Secretaría de Economía e Innovación de Baja California (SEI‑BC) and the SDG Policy Initiative (SDGPI) at the UC San Diego School of Global Policy & Strategy. It localizes the United Nations 2030 Agenda by tracking Sustainable Development Goal (SDG) targets at the municipal level across Baja California. The dashboard—first released on 5 December 2024—allows policymakers, businesses, and civil‑society leaders to visualize progress in real time, identify gaps, and design evidence‑based interventions that leave no one behind. In its pilot phase it focuses on three SDGs most closely linked to the state’s economic strategy:
SDG 1 • End poverty
SDG 8 • Decent work & economic growth
SDG 9 • Industry, innovation & infrastructure
A phased expansion to the full set of 17 SDGs is planned for 2025‑26.
Local relevance → global goals: Translating the SDGs to Baja California’s municipal context turns high‑level commitments into actionable targets that resonate with local realities.
Data‑driven policy‑making: The index equips state and municipal governments with timely, comparable indicators to guide budgets, monitor programs, and evaluate impact.
Inclusive growth: By spotlighting poverty, decent work, and industrial innovation, the dashboard aligns economic competitiveness with social inclusion and environmental stewardship.
Methodology at a Glance
Indicator selection 22 indicators were chosen in consultation with SDSN guidelines, data availability, and policy relevance. Sources include INEGI, CONEVAL, BANXICO, IMSS, and SEMARNAT.
Municipal‑level granularity Indicators are harmonized to Baja California’s seven municipalities, enabling peer benchmarking.
Normalization & index construction Each indicator is transformed to a 0‑100 scale; goal‑level scores are calculated as the arithmetic mean of their constituent indicators.
Periodic updates Data are refreshed as new official statistics become available; the dashboard currently reflects data through 2023.
